Is the Democratic Congress Playing Poker with our Safety?

Is this a win/win proposition for the Democrats? Are they betting we won't be out of Iraq in 1 year so that during the election they can say I told you so? And if we are out of Iraq in 1 year and things go bad they can then blame how bad it is on the Republicans? What about our long term safety?
