Is downloading music on ares illegal? If it is, how much do you get fined and how is it illegal?

I'm downloading songs to my iPod touch from ares, mostly Michael Jackson but that's not important, and I am wondering if I get fined or in trouble for downloading them. If it is illegal how much do I get fined and why do I get fined?
